Add section in wiki for Umineko developer stuff

While this Umineko mod is more or less not being worked on any more, it may be worth archiving the photoshop files etc. in the wiki. Currently the Readme.md points to release v0.0.0 which was being used to store the photoshop files.
The wiki already has a top level section called "Higurashi Developer Information", so another section "Umineko Developer Information" could be added.
