Fragment unlock conditions incorrect

Fragment 32 apparently has no prereqs, even though the text in the description says it depends on 2 other fragments. Based on the descriptions, fragments 28 and 3 should be the prereqs.
Fixed! This file is in the Data folder, so we'll need to start including that in the releases.
